The Secretary of State for Research, Development and Innovation (SEIDI) within the Ministry of Economy and Competitiveness (MINECO) is the body responsible for legislation and financing of research, development and innovation in Spain. In addition to its legislative powers and its funding capacities, it is responsible for direct research in specific fields such as energy, oceans, mining, astronomy, health, and others, through nine public research organisations that are administratively under its responsibility.

The Women and Science Unit, created in 2005, is the body responsible for gender mainstreaming in science, technology and innovation in Spain. Currently it is located with - Project Managerin the Cabinet of SEIDI at MINECO and its responsibilities are defined by the Equality Law of 2007. The Women and Science Unit promotes the presence of women in all areas of science, technology and innovation and the structural transformation of scientific institutions to modernise human resource management by taking into account the gender dimension.

The CSIC (Consejo Superior de Investigaciones Científicas) is the biggest research organisation in Spain covering all fields of knowledge and is one of the nine public organizations above mentioned belonging to SEIDI. The CISC created a Commission of Women which implements a gender equality plan since 2005. This plan ensures balanced presence of women and men in all evaluating committees. As a result of its activities, the number of women in top positions at CSIC has significantly increased since 2005. MINECO participates in GENDER-NET in close cooperation with the Spanish Foundation for Science and Technology (Fundación Española para la Ciencia y la Tecnología – FECYT). This public foundation, depending on MINECO, acts as third party, type A: third party making their resources available to a beneficiary. According to the pre-existing agreement between MINECO and FECYT, FECYT is in charge of managing all administrative and financial aspects with respect to MINECO participation in GENDER-NET and to this end, receives directly the EU contribution.
