State of play at EU and national levels

Gender equality and gender mainstreaming in research have been a key priority for the European Union for over fifteen years. More recently, in its December 11th 2012 Conclusions [1], the EU Council clearly underlined that “both national and EU-level strategies should be strengthened in order to make optimal use of female talent and of increased participation of talented and highly skilled women, including by establishing more attractive working conditions” and considers that “the integration of a gender dimension into the design, evaluation and implementation of research needs to be improved to effectively foster research and innovation excellence”.

The policy Communication from the European Commission (EC) on “A Reinforced European Research Area Partnership for Excellence and Growth” adopted on July 17th 2012 [2], by placing “gender equality and gender mainstreaming in research” as a key priority among the five heralded by the Commission, had also clearly confirmed the EC’s commitment to pursue these efforts.

Horizon 2020, the new EU funding programme for R&I launched in December 2013 and which will run until 2020, has indeed set gender as a cross-cutting priority.
